Gas Regional Initiative
APX-ENDEX offers APX Gas NL members the ability to trade secondary firm cross border capacity usage rights within existing membership rates for entry and exit at Bunde / Oude Statenzijl and Ellund. This is in addition to trading gas on the Title Transfer Facility (TTF), the virtual trading point for gas in the Netherlands.
The APX Capacity Usage Rights Market is developed within the framework of the ERGEG Gas Regional Initiative (GRI) North-West Europe. The GRI was launched in 2006 by the European Regulators' Group for Electricity and Gas (ERGEG), with the support of the European Commission. It serves as a staging post towards a single European energy market.
Parties involved in the GRI aim at identifying and implementing practical solutions to overcome barriers to competition and trade within the region. The pilot for trading secondary firm cross-border capacity usage rights was initiated by the European Federation of Energy Traders (EFET) and developed in collaboration with Transmission System Operators (Gas Transport Services B.V. (GTS), Gasunie Deutschland (GUD), E.ON Gastransport AG & Co. KG (E.ON), WINGAS TRANSPORT GmbH & Co. KG (WINGAS), and DONG Energy Pipelines GmbH) and national regulators.
Besides offering its members a new service, the APX Capacity Usage Rights Market helps solve the contractual congestion at the cross border interconnection points. Removing part of the congestion improves access to the market and therefore furthers the development of a regional North-West gas Regional Energy Market and the Dutch ‘gas roundabout’.
The APX Capacity Usage Rights Market creates the first transparent price signal for owners of surplus capacity and become an incentive to sell unused capacity.
