Management Board
APX-ENDEX is led by a Management Board, consisting of three statutory directors; a Chief Executive Officer (CEO), a Chief Financial Officer (CFO), a Chief Operating Officer (COO) and one director. The Management Board is responsible for the general policy and the strategy of APX-ENDEX. The tasks, duties and appointment procedure for statutory directors are set out in the Articles of Association of APX B.V.
Bert den Ouden, CEO
Bert den Ouden is Chief Executive Officer of APX-ENDEX and one of the founders of the company which started in 1999 as the Dutch electricity spot market under the name APX. Under Den Ouden’s supervision, the exchange grew by acquiring British gas and power exchanges, launching gas exchanges in the Netherlands and Belgium, integration of the gas and power futures exchange ENDEX and, recently, the announced merger with Belpex, the Belgian power exchange. Bert den Ouden has been a pioneer in the integration of Europe electricity markets through the Market Coupling mechanism. When he was a chairman of EuroPEX, the European Association of Power Exchanges in 2002-2004, he prepared the basis for the broader European introduction of the idea. Subsequently, together with Belgian and French parties, he co-developed a sound partnership between exchanges and grid companies (TSOs) resulting in the launch of Belpex and the Trilateral Market Coupling between Netherlands, Belgium and France. This success has been followed by many follow-up market integration initiatives wherein Bert den Ouden maintains a close involvement. His other main other focus today is the integration of the gas markets.
Bert den Ouden has a broader track record in energy policy including clean and renewable energy technologies and the design of liberalized energy markets. After his studies in Physics, he started to work for an environmental consultancy developing energy conservation programmes and early initiatives for wind energy and combined heat and power, CHP. He continued this during his next employment with the Dutch Ministry of Economic Affairs (The Hague, 1987), supervising programmes for carbon-reducing energy conservation, CHP and renewables in a partnership with energy utilities. Subsequently he was involved in a ministry team that developed the new policy for energy market liberalization in 1995, before moving to the Dutch Association of Energy Companies where he co-ordinated the feasibility and launch of the energy exchange.
Pieter Schuurs, COO
Pieter Schuurs started at APX-ENDEX on 1 January 2009. Next to his responsibilities as COO he is responsible for group policy on derivates trading and clearing.
Pieter Schuurs has been working in the financial services industry and has held senior management positions at various parts of the securities value chain. After starting his career at Amro-bank he worked at Amsterdam Exchanges, ING Group and Robeco, one of the leading Dutch asset managers. Mr Schuurs is member of the Supervisory Board of European Commodity Clearing AG. Having represented Amsterdam Exchanges in the steering committee and subsequent foundation that commissioned the feasibility study for establishing a Dutch Power spot market, he was closely involved in the establishment of APX-ENDEX. He acted as chair and member of many national and international representative bodies of the banking industry focusing on harmonisation and integration of securities infrastructure in Europe. Mr Schuurs is a graduate of civil, social and economic law at Utrecht University in the Netherlands.
Lucas Schmeddes, CFO
Lucas Schmeddes has worked for APX-ENDEX since 2004. He started working as Manager Finance after which he became Finance Director, responsible for all APX-ENDEX Finance and Corporate Affairs. As of 1 November 2008 Mr Schmeddes was appointed Chief Financial Officer.
Previously, Mr Schmeddes worked at the international provider of mail, express and logistic services, TNT N.V., as Business Controller within several financial positions in the Netherlands and Belgium. Lucas Schmeddes is a graduate of econometrics from the Tilburg University in the Netherlands.
Andrew Claxton, Director Business Services
Andrew Claxton is responsible within APX-ENDEX for the development of services to other exchanges and TSOs. Currently he is predominantly concerned with services to facilitate cross-border trading. He leads APX-ENDEX's involvement on a number of initiatives, including the trilateral market coupling (TLC) between the Netherlands, France and Belgium, the NorNed market coupling between Norway and the Netherlands, and the BritNed cable linking Britain's and the Netherlands' power markets.
